Webb County is certainly not free from this pattern, and like many other counties, has seen its value double in the span of only a decade. As of 2024, the total property value in Webb County was appraised at $44.72 billion. This was double the 2014 total of $22.28 billion, showing just how far the county has come. While some of this was thanks to aggressive valuations by WCAD, much of it was thanks to organic growth and increasing demand. Both homes and businesses have flourished in Laredo and the rest of the county, leading to one of the most dynamic environments in the state.

Unusually, the highest contributor to the total value was oil and gas properties, which added $19.82 billion. Usually, homes make up the majority of value, though they did manage to reach $13.76 billion, a new record. Commercial property likewise hit a high mark, with $10.10 billion. Even apartments set a new record with $1.04 billion, showcasing how the demand for housing has increased.

Property tax protests are becoming an important part of the process across Texas, as values continue to surge. $5.38 billion in value was cut thanks to various appeals across the county, the most ever seen. This was headlined by informal appeals, which managed to slice $4.51 billion from the books, the second-best effort for these simple protests. Informal hearings are usually the primary tool for the average taxpayer, so it is no shock that they are so important in Laredo and the surrounding area.

Like many counties, Webb has also begun to lean more on formal protests. These take place in front of the appraisal review board (ARB), an impartial panel of experts that decides between the evidence presented by taxpayers and WCAD. $841 million was reduced thanks to ARB hearings in 2024, a new record. Litigation follows formal appeals and resulted in a reduction of $29 million.

With oil and gas properties being the most valuable real estate in the county, it is not surprising that the majority of taxes saved were thanks to businesses. Of the $112.87 million in taxes cut thanks to protests, $111.76 million came from businesses. Homes still managed to save $1.11 million, which was the second highest in the county’s history. Overall, this demonstrates how important protests have become in the county, especially compared to how they were used just a decade ago.
