Due to their cost, the majority of judicial appeals are for businesses of some sort. These are the only properties that can justify the resources needed to even get an appeal to court, let alone win. With a portfolio of evidence and a crack legal team, taxpayers are usually at a strong advantage at this stage, and WCAD often backs down by offering a settlement before trial can begin.

There were 118 judicial appeals filed in 2025, the most yet seen in the county. Of these, 87 were for commercial properties, while industrial facilities accounted for 14. Apartments also added 11 cases to the mix. Single family homes came in last with six cases on the docket. All of these were record highs.

WCAD Value Involved in Judicial Appeals

When all put together, $976 million in property value hung in the balance in 2024, the most yet seen in the county. $782 million of this was from commercial properties alone, which is typical for Texas. Apartments came in second with $127 million, a new record. Industrial, oil, and gas properties were responsible for $60 million, while a few houses combined for a staggering $7 million.
